NVIDIA and Japan Launch 27,500-GPU Vera Rubin AI Factory as Physical AI Push Spans Every Industry

July 17, 2026
NVIDIA rolled out a full multi-pronged plan to speed up AI adoption in Japan, pairing a nationwide AI infrastructure project with a wide ecosystem of industry-specific models and dedicated edge hardware. The scheme establishes a unified platform framework tailored to Japan’s local linguistic needs, demographic shifts, and industrial workflows covering robotics, medical care and automotive sectors.

NVIDIA Japan AI

A core pillar of the strategy is a national physical AI factory built jointly with Noetra Corp. The facility deploys NVIDIA Vera Rubin NVL72 racks housing 13,750 Vera CPUs and 27,500 Rubin GPUs. Managed via NVIDIA DSX and scaled with Spectrum-X Ethernet, the 140-megawatt data center will power trillion-parameter multimodal foundational model development. It serves as the technical backbone for METI’s FRONTia Project, focused on high-reliability AI for manufacturing, logistics, healthcare and telecom.

Parallel to infrastructure construction is vigorous localized model development. Major Japanese firms and research bodies already leverage open Nemotron models, datasets and libraries for domestic AI solutions. Tokyo Institute of Science built its Swallow model family on Nemotron frameworks to boost Japanese language understanding while retaining standard English and coding capabilities. SoftBank affiliate SB Intuitions created the Sarashina generative AI series; its lightweight Sarashina3 mini has been adopted by Japan’s Digital Agency.

Wider Jetson Thor hardware fuels rapid Physical AI rollout across Japan’s manufacturing sector. NVIDIA unveiled Jetson T3000 and T2000 modules for mainstream robotics and embedded AI use cases. Equipped with a Blackwell GPU, the T3000 hits 865 FP4 teraflops, with half the size and power draw of the flagship T5000 yet matching its multimodal inference performance. The modules will launch in Q1 2027, with emulation tools arriving this month via JetPack 7.2.1.

Supporting these chips is Cosmos 3 Edge, a 4-billion-parameter world foundation model built on Nemotron for local edge reasoning and robotic control. It lets physical devices sense surroundings and generate actions on-site, linking cloud training to real-world operation.

In automotive, Toyota deepens its NVIDIA partnership to unify AI across vehicles, infrastructure and production lines. Building on last year’s tie-up, Toyota will roll out next-gen cars with L2++ ADAS based on NVIDIA DRIVE AGX and safety-certified DriveOS. New expansions cover factories and smart cities: Toyota uses NVIDIA Omniverse and Isaac Sim for manufacturing and robotic simulation, while its subsidiary Woven by Toyota trained a multimodal vision-language traffic model on NVIDIA H100 GPUs with Megatron-Core to analyze road conditions and predict traffic trends.

The healthcare vertical also sees extensive NVIDIA tech adoption across surgical robots, CT scanning and drug research. Canon launched Japan’s first NVIDIA-powered photon-counting CT scanner, and Fujifilm commercialized the country’s first Blackwell-based full-body CT system, using diffusion deep learning reconstruction for clearer scans. In biotech, Xeureka’s Tokyo-1 AI drug discovery consortium added Eisai this April, joining Astellas, Daiichi Sankyo and Ono Pharmaceutical to accelerate research via NVIDIA BioNeMo. Kawasaki Heavy Industries will adopt NVIDIA Holoscan IGX, healthcare-focused Isaac tools, Isaac GR00T and Cosmos to build surgical support, nursing assistant and hospital delivery robots.

NVIDIA expanded its Metropolis tool suite to streamline vision AI deployment. Updated tools including VSS Blueprint 3.2, DeepStream 9.1 and TAO 7 let developers deploy coding agents to build and operate video analytics platforms. Japanese industry leaders Hitachi, OMRON and Shimizu Corporation deploy these Metropolis tools for visual AI agents in factories, construction zones and public infrastructure.

NVIDIA prioritizes an open, transferable AI stack instead of closed proprietary services. Open-weight models and development workflows help Japanese enterprises secure data sovereignty, comply with local regulations and deploy AI flexibly across all operational environments. This tiered roadmap—spanning national Rubin GPU clusters, edge-focused Jetson modules and specialized medical systems—makes Japan a central hub for large-scale Physical AI commercialization.
