Nigeria’s Lagos State Government Builds High-Speed Wireless Government Network with Huawei AirEngine Wi-Fi 6
Accelerating Digital Transformation and Enabling Smart Governance
Project Background
Located on the West African coast, bordering the Republic of Benin to the west and the Gulf of Guinea to the south, Lagos State is Nigeria’s economic engine and one of Africa’s most vibrant commercial centers. With a population of over 23.5 million (as of 2020), it is Nigeria’s most populous state and home to Africa’s largest city.
To effectively manage this dynamic metropolis, the Lagos State Government launched the THEMES strategy in 2019, focusing on key development areas: Traffic management, Health, Education, Infrastructure, Technology, Environment, and Urban mobility systems. A key pillar supporting this vision is the transformation toward a digital government.
Why the Upgrade Was Needed
The existing network infrastructure in government buildings had been in use for more than 10 years. Challenges included:
-
Aging devices causing frequent disconnections and slow communications.
-
Wired-only access limiting staff mobility and posing security risks.
-
High maintenance costs from cable damage and frequent troubleshooting.
-
Lack of unified network management, making faults difficult to detect and resolve.
As demands for digital office tools, remote collaboration, and e-governance platforms grew, the outdated campus network became a major bottleneck for efficient public service delivery.
Lagos Connect Initiative
To overcome these limitations, the Lagos State Government launched the “Lagos Connect” initiative — aiming to modernize government office networks with high-speed, secure, and intelligent wireless connectivity. The solution of choice: Huawei’s AirEngine Wi-Fi 6.
Solution Highlights
Full Wireless Access – Anytime, Anywhere
Huawei AirEngine Wi-Fi 6 APs increased wireless signal coverage by 20%.
Advanced 3D network planning ensured seamless signal availability even in complex building layouts.
Smart antenna technology allowed for signal following users, ensuring zero dead zones and a 30% boost in communication efficiency.
Secure Access and Smart Control
Wired/wireless unified access authentication was deployed.
Access policies were customized for each department, ensuring granular control of network access.
Unauthorized access events were reduced by over 90%, ensuring both security and flexibility.
Unified Management with AI-Driven Tools
Using Huawei iMaster NCE-Campus, all LAN and WLAN components were managed on a single platform.
One-click diagnostics allowed IT teams to reduce fault recovery time from 6 hours to just 2, greatly improving operational efficiency.
Empowering the Future of Governance
This project is a crucial step in the state’s digital transformation journey. The wireless upgrade serves as a foundation for modern digital governance, enabling:
-
Efficient inter-department communication
-
Seamless access to digital public services
-
Scalable support for future e-government initiatives
The Lagos State Government is now better positioned to implement its THEMES agenda, fight poverty, promote sustainable growth, and build a model mega-city for Africa and the world.
Huawei will continue to support governments across Africa in creating intelligent, secure, and future-ready digital infrastructure — helping shape a fully connected, smart continent.
