Project Background

Located on the West African coast, bordering the Republic of Benin to the west and the Gulf of Guinea to the south, Lagos State is Nigeria’s economic engine and one of Africa’s most vibrant commercial centers. With a population of over 23.5 million (as of 2020), it is Nigeria’s most populous state and home to Africa’s largest city.

To effectively manage this dynamic metropolis, the Lagos State Government launched the THEMES strategy in 2019, focusing on key development areas: Traffic management, Health, Education, Infrastructure, Technology, Environment, and Urban mobility systems. A key pillar supporting this vision is the transformation toward a digital government.

Why the Upgrade Was Needed

The existing network infrastructure in government buildings had been in use for more than 10 years. Challenges included:

• Aging devices causing frequent disconnections and slow communications.

• Wired-only access limiting staff mobility and posing security risks.

• High maintenance costs from cable damage and frequent troubleshooting.

• Lack of unified network management, making faults difficult to detect and resolve.

As demands for digital office tools, remote collaboration, and e-governance platforms grew, the outdated campus network became a major bottleneck for efficient public service delivery.

Lagos Connect Initiative

To overcome these limitations, the Lagos State Government launched the “Lagos Connect” initiative — aiming to modernize government office networks with high-speed, secure, and intelligent wireless connectivity. The solution of choice: Huawei’s AirEngine Wi-Fi 6.

Secure Access and Smart Control

Wired/wireless unified access authentication was deployed.
